Just a quickie... downloaded a podcast last night and this dude was talking about how he's added a lot more 'acapellas' in this months mix... Then I remembered that there's one of them on the Revolution 909 single... Well, what are they for? Just for people to do remixes?

yes. like the "Rockapella", is just a file that goes "Rock..Robot Rock...doodedodododo" a bunch of times. I like using it when i mix just to add a little daft punk in the back, over any other track. I despise the Revolution 909 acapella though.

So are they legal to use and stuff then?

as legal as any other Mp3 you've downloaded and decide to use while mixing.

Indeed.
Ive heard people mix Daft Punk and that is mainly what the Acapellas are for.
